Greetings, townspeople of Jastrey:
Recently, I have noticed much talk of a town Sheriff. However, there seems to be no one who can officially claim this title. In light of recent murders and thievery, I feel that a sheriff would help bring some order back to Jastrey and help in the protection of its people. I know that I would feel safer, knowing that there is someone out there both willing and able to aid me against other townspeople, if needed. I also had heard a rumor that Stiers had claimed the title of Sheriff, but did so without the knowledge of others. A true Sheriff should be elected, not self named.
I have not dwelt in Jastrey long, but I think it would behoove this town to hold a fair election for the title of Sheriff. I do not desire this position, but since I feel it is a necessity, I am putting forth this town proposal to hold an official election. Since it is also known that a Sheriff cannot watch everything at once, nor serve to quell criminals alone, I also propose a vote for town Deputy to serve alongside the Sheriff. However, the executive and judicial parties should not be one and the same. Therefore, a third individual should be elected--a town judge.
However, this is merely the ramblings of a humble monk, so I am seeking to find others who also believe an election should be held. If three individuals will sign their name in agreement, I shall move forward with making the proper arrangements. I would be honored to conduct the election, and, in order to help assure everyone that the election is fair, Branwyn has agreed to help run the election as well.
The duties of the three positions would be as follows:
The Sheriff, or town protector, will fight criminals and aid the townspeople. If any individual feels unsafe or threatened by another townsperson, they may approach the sheriff for assistance.
The Deputy will fulfill all of the Sheriff's duties when the sheriff is unavailable or occupied with other work. The deputy will also aid the sheriff whenever needed.
The Judge will decide the punishment of any captured criminals. Their cases will be heard publicly and their punishments, if necessary, decided by the town Judge
I propose that these individuals be elected by a simple majority vote. Once a list of individuals interested in running for Sheriff or Deputy is created, the townspeople will vote for the individual felt best suited for the position. The individual who receives the most votes will be named Sheriff. The runner-up will be established as Deputy. The position of Judge will be held by separate vote.
Each candidate will need nomination. Self-nomination is acceptable, however, each nomination will need to be seconded.
Once all have been elected, we can all decide on the laws they will enforce. In exemplum, the proper punishments for murder or theft or even about the need for citizenship within the township.
Finally, after we have officially named Sheriff and Deputy and Judge, we may have some degree of safety and order, reducing the chaos and turmoil seen.

(OOC: I’ve already talked with Plot about this, and the election will be held in game if the town agrees to it by having 3 more people second this proposal. The election will be held Friday during a down time when the majority of current in-play characters are free. Players who are new to the game this weekend will not be able to vote in the election, due to them not having any experience with the townsfolk.
Please note: it will be required that the town protector/sheriff and deputy be flagged to deal with pvp players.
The Judge does not need to be a flagged player, as they do not have to engage in any pvp.)

I second the nomination for Glimmer to be town judge as she holds no racial prejudice and will not be affraid to order the action that is necessary when the case arrises.
I accept nomination for town Sheriff or Deputy, and will do all in my power to bring peace and stability among the townsfolk should I be elected.
I also put forth nomination for Marduk to be town Judge. He has shown that protection of this town is very important to him, and also holds no racial prejudice. I believe he would offer fair and true judgement to the best of his ability.

Taklinn brings a parchment out of his pocket and writes down the following before posting it up alongside the proposal.
A town cannot have a Sheriff with no jurisdiction, nor without laws. The first word in Law Enforcement is there for a reason. In Addendum to the proposal to elect officials, I would like to propose that a committee be made to discern what laws and punishments our new officials will have at their disposal. An axe in a sheath never split an orcs head, and the same will be true of a Sheriff and Judge if they have no authority or guidance to rule. I suggest that the committe be made up of members who will not be in the running for any of the positions above, as it adds to the legitimacy of the office to have the powers seperated. I would suggest three or four members on this committee to help provide the foundation for our Law Enforcement and Judicial officers to do their jobs. After all it makes no sense to put the cart before the ore.
A pair of soldiers walk up to the town post and peruse the new listings and memos to the town. Taking extra time to read and re-read the note about an election in town, they chuckle to themselves and walk off.
One can be heard joking as they continue their patrol, "Do you think I have a shot at being sheriff? I think that might even outrank the Field Marhsal in this backwards town."
Rhadama says, "I heartily second Taklinn's wise suggestion," then she points to the retreating backs of the soldiers.
"If we don't devise laws to govern ourselves and deal with certain other problems first, we may well be setting up some of our own to enforce the twisted laws of our occupiers."
I vote for Akon as Town Protector/Sherrif.

And I wish to become judge for th following reasons;
Zenphere is a rather low level, but Zenphere is a very good player who would spare every piece of gold and every ounce of life for Jastrey.
Zenphere is kind and looks at vengence as a bad thing. He always has an option before putting down someone's life, but knows when death must be done.
Zenphere does not make enemies, EVER! No matter what someone does to try and hurt Zenphere by theft, pain, or even murder, he will not seek revenge, or make non-sense decisions when that charecter gets in trouble. Use stiers for example. He killed me many many many many times last event, but I have not sone anything to hurt him in any way. I will not make non-sense decisions for personal trouble, and I will always give the outlaw an option of redemtion, depending on what they did, and if they do not accept, I explain to them there punishment, and if they still insist on there actions, then the hammer is down and it is decided. I do believe Glimmer would make a good Judge, but please do consider Zenphere, soon to be paladin, as the new juge. =]
I second the motion, and I'd like to run for judge as Glimmer. At the end of last season, I was on the Town Council.
I nominate Stiers as Sheriff. Reasons:
He was already holding the interim position.
He is one of the highest level players (oog)
He is one of the oldest members to town.
He holds no allegiences to a particular race or tribe or guild.
I nominate Claire (Akon) as a deputy. Reasons:
Adds a mage of some sort to law to aid Sheriff.
Holds a political persona with the Urodeq in town, which we have a majority of.
