Mandatory Waiting Period

This one came up in the Newbie Experience group, so I wanted to toss it over here for further discussion. Even after reading the PvP Surgeon General's Warning, many newbies seem to mistakenly assume they want to flag. Those in the Newbie group thought it would be a good idea if there were some mandatory waiting period before allowing that, such as three games.

I could go either way on this one. On the one hand, I've seen experienced players who knew they wanted to PvP and wouldn't have it any other way. On the other, I've seen newbies who insisted the same but didn't know what they were getting into. I want to prevent the latter situation without stifling the former. Any thoughts? Perhaps there's a better qualifier than the number of games someone has played.

My only concern here is that we are limiting players to a set of races that are not auto flagged for story reasons.

This is something I'd like to avoid, yes, which is why I'm wondering if there's some other criterion we can use when deciding whether or not to enforce a waiting period.

While having to go through a waiting period before you can voluntarily flag is a good idea, three games is a sadistically long time to wait, especially in terms of pvp and orn politics.
 
Forcing someone to wait three games seems detrimental to a player being able to enjoy the game if being in the pvp community is a large selling point to them. What about making them wait a single event? That gives them the time to watch an episode of pvp theatre and gives them a month of downtime to consider all the risks on an educated level before entering pvp.
 
 (this may be worth kicking back to the newbie page) What about making subraces with slightly different costuming requirements to different monstrous races that aren't inherently evil so that someone could start a character as the race they would enjoy playing without having to stick their neck out in a pvp enviroment that they have no knowledge of? 
 
Like angori's that wear white horns that aren't inherently flagged for pvp, or an uordeq clan with red around their eyes instead of black that are much more empathetical and human than their more criminal and dark kin?
