Are you only allowed to play one PC per game even if you have two.
EX. We need a healer on this adventure. I better get out of my warrior PC and go put on my disciples PCs outfit.

Admission is on a per PC basis. Thus, if you want to play more than one PC during the same event, you have to pay for admission more than once, as well. The benefit of this is that all of the PCs who were paid for for an event receive skill points. Thus, if you didn't mind paying double the normal cost of admission, you could keep two PCs capped and ready to play.

This even applies if the PCs in question aren't played. For example, if you can't make an event but want your PC to earn skill points as if you had, you could still pay for that event and receive them. In fact, we've already got a few people doing that for the April event.

The intent of this is to deter PC-hopping without eliminating the option altogether. If you're interested in switching between several characters during the course of a game but don't feel like paying that much, you can always be on plot. ;)
