Rune walks into the tavern with a scroll over one shoulder. The construct walks over to the wall next to the bar and sets the scroll down. It drives two nails into the wall, and hangs the scroll. The scroll reads:

An Agreement for Town
Section 1: Communication
Members of the Understanding may deliver and receive messages from each other under the understanding that they will not be harmed directly during this endeavor. Any violation of this will entitle the opposite party to retaliation under the Understanding. Messengers are only protected by the Understanding as long as they do not provoke or instigate the receiving party.
Section 2: Dueling Rights
Should one party wrong another, the aggravated party has the right to challenge their enemy to a duel. The following steps must be taken to be protected by the Understanding:
1. The dueling parties must agree upon an emissary from a list of approved neutral emissaries;
2. The chosen emissary decides on a selection of contests, such as magic, physical weapons, or skill;
3. The challenged picks the contest, the challenger picks the time and location;
4 The contest chosen do not necessarily have to be doable by both parties. If the challenger cannot do the contest the challenged chose, then they may force the challenged to take their second;
5. Each party must have a second, who may compete in their stead should the original party be unwilling or unable to duel; and
6. Seconds corroborate with the emissary to work out the terms of the duel.
Section 3: Understood Neutral Territory
For now, and until later agreed upon, the Shady Corners will be the only Neutral Territory. It will be agreed upon by those who take part in the Understanding that no fights will happen inside the Shady Corners, and those fights that do happen will be taken outside.
Section 4: Signatories
Guilds must sign the accords as a whole, and those who belong to guilds may not sign as unaffiliated signatories.
Unaffiliated signatories are protected under the same rights as the affiliated parties.
Section 5: Violation.
If a person or parties decline to be a part of the Understanding they also decline the protections of the Understanding
Property cannot be taken during duels
If you drop the Accords/Understanding or decline a duel without valid reason and then later desire to rejoin, the matter will be addressed by at least 2/3rds of the Signatories. One must have at least a 50% vote of those gathered to re-join.
Ling gets up from his spot, taking a swig from one of his bottles appearing to sober up real fast, and makes his over to Rune. Holding out a hand he nods. "A Pen then Rune. The Wolf Clab will fully support you and the Docents in this endeavor." He takes up a quill and writes on one side, making a list:

Leaving space under the list of Wolves so far as if to imply more are to come, but none have yet joined. His writing much finer than it usually is, clear so anyone could read it easily. "Before you lies only victory." He said in his sing song accent, turning to face the rest of town in the tavern he stood next to Althena, nodding to her before taking up another ale and starting to down it.
Seren sits up from just laying down on one of the benches in tavern. He clears his throat and teleports from the bench to the wall with the scroll nailed to it. -teleport-
After reading it for a minute, he says to Rune and Althena, "I'll sign. Id be more than happy to." He rummages through his satchel and grabs a quill and an inkwell. He pops the cork out and dips the quill in, then signs on the scroll:

Swift enters flamboyantly out of breath. He holds a glass cup with a bubbling green liquid in it out before him. A nauseous smell wafts from it. "Any vinegar in the tavern storeroom?", he yells.
The tall ixifar glances at the cluster of people and pauses a moment to investigate. He politely holds the bubbling brew away from the crowd, as he reads the bottom of the document. "Ah! Well done Master Rune. I support this action."
Suddenly, realizing that everyone is backing away from him Swift remembers his original intent. "Vinegar! Where is the vinegar!", the bellows running into the kitchens.
Feeling a little intimidated by all the bustle around the parchment the large golem posted, Zephyra stands just a little away as an onlooker. She eyed the document, but was present when the group who seemed to be behind the whole idea announced it to a large group of the adventures currently calling Jastrey home, so she knew the gist of contents. She was interested in signing but planned to both wait until she knew the other Jastrians better and for the small crowd to move away from the posting. The bonds they all had were obvious from an outsider, just evidenced by how comfortable they all looked with each other. A certain elf really caught her eye and she hoped to go on an adventure to know him better soon.
Idris reads over the parchment and spits on the ground "Pah, this will just lead to more politics, I will not have my actions and my responses limited to make others more comfortable. I will sign no treaty." And with that he slings his staff over his shoulders and walks out of the tavern
"Welcome back, Ling," the ixifar softly says to the not-elven warrior before turning toward the sound of disgust. A frown forming between her brow, Althena watches the strange man stalk away, shaking her head slightly at him. She turns, offering a brief smile to the sprite who is standing a bit back before turning to Rune and Thomnlyn. "It is good to see you again, Thomnlyn," she bows her head slightly to the paladin. "It has been some time since you have been seen in Jastrey."
Ling nodded, his accent flowing softly from his mouth, his eyes narrowed and he shook his head, he went and got a cloth and cleaned the place where the being had spit. "Yes Althena, my friend. It is a good thing to be back." He rose and tossed the cloth back to the bar, sipping on his mead. "I believe Rune's Understanding will aid with more than just mitigating violance in town." Winking at the sprite gal who was a bit away.
Thomnlyn turns to both Rune and Althena. "Blessings of the day to both of you. And I agree Althena, it has been far too long since I have made my presence known in Jastery. It's just so easy to get lost in making of things, that I have lost all track of time. Rune, am I correct in believing that the paladins will be counted among the neutral emissaries in these accords?"
"They will not. The Mantel carries a certain stigma with it. Also, the various orders demand the death or persicution of certain beings. Also, some of the duels may conflict with the pillars of the Mantel. However, in order to improve the image of paladins in Jastrey, this one would use the order as a guard for emmisaries." emits from the construct.
Taking position beside the golem, Althena reads the Understanding. With a firm nod, she turns to address her fellow Docent.
"You do realize, Rune," she states, glancing back at the document the golem had just hung, "that it would be a good example to all of Jastrey should the Docents be the first to sign this document."
