Spell Blast glitch?

So if a human wizard can't learn Spell Blast, what can?

I'm not sure if the glitch is that my NPC is multiclassed Warrior/Wizard or what, but if I try to learn Spell Blast I get the following error:

"Test1 is not the proper race or class to learn Spell Blast : [whatever]."
