A very large male Angori walks up to the town post looks around to make sure no one is looking and then nails a parchment to the post. He then looks around again and walks back down the road. It reads.
Dear Town of Jastrey,
It has come to my attention that there is no Justice in Jastrey.
As a businessman, I have a proposal to assist you in rectifying this situation. If you require objects or items to act as "equalizers" in your current lawless state you may contact me. I assure you that my merchandise is of the highest quality and every item is backed with a lifeltime warranty.
If you wish to contact me, please set out my mark, a crow, somewhere in your lovely town. If I determine there is enough interest in my offer, I will stop by and perhaps we can do business.

While heading to the town post to take a look at recent notices and bounties Azrael notices a large Angori whom he did not recognize as a resident of Jastrey. Finding something out of place with this Angori he sinks into the shadows of a nearby building and watches from afar as the note is posted and the Angori leaves. Before he can get a closer inspection the Human Jael stumbles upon the note and takes it for himself. Cursing under his breath Azrael moves to follow Jael. Grinning wickedly to himself Azrael's hands reflexively slide to the hilts of his blades as he sinks deeper into the shadows and takes pursuit of his target.
Jael just happened upon the town post and was looking over the letters posted up there when he saw one that caught his eye. The offer for merchandise could have been taken up by either side. Though re-reading it it seemed that this person was on the side of establishing a law rather than pushing it more towards chaos.
Making sure no one else was around he took the note down and slid it into a pouch on his side. Perhaps there would be a use for this later.
Calmly he walked away from the town post, patting his pouch as he walked.
